I have a multi-user site called "Moe's Cocktail Bar" http://www.publickman.com/cgi-bin/yabb/YaBB.pl, which requires you to join before you can view the site (which hides it from search engine, unfortunately), but it is free for the first month, and I sometimes let people stay on a bit longer without paying, if I find their input valuable. Certain sections are restricted to paying members, but most of it can be viewed by all new (or temporary) members. There are quite a few photographs that have been posted and also many recipes and cooking tips.

I nominate the eGullet rotating foodblog. Moderated by the selfless SobaAddict, a different person blogs about food each week. The blog has taken readers to Japan, South Africa, Paris...to lifestyles ranging from vegetarian to kosher...to chefs, culinary students, food writers, and amateur food enthusiasts...often includes photos and recipes...to all ages and preferences of food-obsessed bloggers...this project has been ongoing for just over a year, never missed a week.
